ЕКСПЕРТИЗА ТА ПРОГНОЗУВАННЯ В УМОВАХ ПОСТНОРМАЛЬНОЇ НАУКИ

Анотація


У сучасних умовах база знань постнормальної науки повинна бути надзвичайно різноманітною і диверсифікованою для врахування широкого спектра потенційно корисних знань і джерел відповідного досвіду. При цьому надійність забезпечується насамперед політичною стратегією, а не базою знань: що є найбільш корисним для людини, а не найбільш правильною науковою інтерпретацією. В умовах постнормальності слід прагнути до адаптивності, заснованої на увазі до слабких сигналів, збереженні різноманітності та гнучкого управління. У контексті взаємодії політики і науки необхідна, як мінімум, спільна розробка дослідницьких програм, а в ідеалі — спільне з суб’єктами політики вироблення, інтерпретація і використання наукового знання. Акцент слід робити не на передачі знань, а встановленні діалогу для розуміння і формування того, які знання потрібні, як вони розуміються і використовуються. Доведено, що застосуванню на практиці політично обґрунтованого підходу до виробництва знань в наукових установах сприяє постнормальна наука, використання підходів якої є найбільш перспективним у роботі міждисциплінарних команд з проблематики широкого спектра (екологічні проблеми, сталий розвиток) та розробці стратегічних документів. Проаналізовано особливе місце експертів у контексті постнормальної науки, яка не розглядає науку, політику і суспільство як чітко розмежовані явища. Відповідно, оцінка якості прийняття рішень і доказів, які використовуються в процесах прийняття рішень, має відбуватися із залученням широкої спільноти колег. Наведено класифікації експертів Р. Пільке, Ю. Вітмаєер та Н. Шопке, Е. Тернхаутом і В. Туінстра, які обґрунтовують вимоги до експертів усвідомлювати себе як таких, що діляться і (спів)створюють знання разом з політиками та іншими зацікавленими сторонами. Відзначено, що зміна ролі експертів також передбачає і зміну методологічних підходів до прогнозування та розв’язання проблем. У контексті постнормальної науки можна виділити чотири альтернативні наукові теорії ухвалення рішень, придатних для ситуацій радикальної невизначеності: концепція розширеної експертної спільноти; теорія переконливих оповідань; динамічна причинно-наслідкова модель та кількісна оповідь.
