INTERACTION BETWEEN STATE AUTHORITIES AND BUSINESS ENTITIES AS A FACTOR OF ENVIRONMENTAL SECURITY

Abstract


This article explores the interaction between state authorities and business entities as a factor in ensuring environmental security in Ukraine. It presents a comprehensive analysis of the legal, institutional, and economic aspects of this interaction, as well as its effectiveness and limitations. In particular, the article provides: a review of theoretical approaches to the concept of "environmental security," including its principles, goals, and mechanisms; an analysis of the functioning of the public administration system, including the powers of the Ministry of Environmental Protection, the State Environmental Inspectorate, and local authorities. The role of business in shaping environmental security is outlined — through corporate social responsibility, the implementation of environmental standards, and reporting. The forms and mechanisms of state-business interaction are identified, including public-private partnerships, regulation, incentives, and public oversight. Key problems hindering effective cooperation are revealed (legal gaps, corruption, lack of incentives, institutional weakness).
The article presents a holistic vision of ways to strengthen environmental security through effective interaction between the state and the business sector, with a focus on the national context and international experience. Proposals for improving legislation, encouraging business engagement, enhancing transparency, control, and public participation are summarized and developed.
