EUROPEAN INTEGRATION VECTOR OF DECENTRALIZATION REFORM: ENSURING MECHANISMS

Abstract

Within the framework of the state's orientation towards European integration, it is important to study the interrelated components of the regulation of decentralization policy at the domestic level. This vector becomes particularly relevant in conditions of martial law. The need for a comprehensive analysis and systematization of the mechanisms for implementing the European integration direction of the reform is becoming more urgent, as well as determining their role in strengthening the institutional and financial capacity of local governments.
The study focuses on the combination of domestic reforms with the processes of European integration, which involves harmonizing the regulatory framework for the transfer of powers, consolidating at the legislative level the fundamental foundations of democratization and the development of multi-level governance.
Considerable attention is paid to the role of international cooperation, in particular, within the framework of initiatives of the European Union and the Council of Europe, as well as to post-war reconstruction programs in Ukraine. It has been proven that the participation of communities in international platforms for the exchange of experience contributes to increasing their capacity, attracting investments and implementing the best European management practices. It is determined that in the conditions of military challenges, the decentralization reform has not lost its content, but has acquired strategic importance as a tool for ensuring the capacity of local governance and the efficiency of decision-making at the local level.
