NEUTRAL STATUS OF THE STATE: CURRENT THREATS IN THE CONDITIONS OF INTERNATIONAL TURBULENCE

Abstract


The article is devoted to the analysis and generalization of the meaning and role of the policy of neutrality of states and their societies in the search for functional means to ensure the legality and effectiveness of interstate relations against the backdrop of growing geopolitical threats. It has been demonstrated that in the context of growing distrust between international allies and partners, the executive and legislative branches of neutral countries are the main initiators of the intensification of foreign policy, providing the necessary information and management support for assessing challenges and an effective and balanced state response. It is found that in the turbulent state of international relations, the level of respect for neutral status particularly affects the ability of governments to make verified and prudent decisions. The influence of major powers on the formation of both global and regional power, which allows ensuring the stability of the social system even in the face of security challenges, is analyzed. It has been determined that the authorities of neutral states, taking into account previous experience of long-term agreements, seeking not only to ensure the effective operation of their own state institutions, contribute to increasing the efficiency of international organizations.
It is shown that the destruction of defense and contractual geoplatforms, which for decades were central sources of stability and respect for international law, has ceased to provide states with territorial and security guarantees. It is investigated that legal mechanisms regulating the scope of use of troops, territories, technologies, and financial resources have led to a complete or partial abandonment of neutral status. It is argued that prompt and relevant communication between neutral states and countries that have pledged to respect this status makes it possible to overcome the risks of escalating crises and increases the level of international respect and cohesion. Particular attention is paid to the transformation of informational and conceptual support for the process of world order transformation after the full-scale aggression of the Russian Federation against Ukraine in order to model a viable space of freedom and justice.
