INFORMATION SECURITY OF UKRAINE IN THE CONDITIONS OF RUSSIAN AGGRESSION: CHALLENGES OF EUROPEAN INTEGRATION AND INFORMATION POLICY

Abstract

The article proves that in the conditions of Russian aggression, the positions of Ukraine and the European Union are identical. Since the Russian ideological machine considers the EU countries the next object of military attack. Such actions are a logical continuation of the policy of the Kremlin master aimed at regaining influence primarily on the countries that were part of the USSR, and then in Europe. Therefore, Ukraine should use the historical chance to implement the Euro-Atlantic vector of development and break away from the Soviet past.
It is established that in order to successfully counteract the existential threat from the east, Ukraine and the European Union need to jointly build a defense system. Along with countering military potential, it is important to effectively ensure information security, which remains an important factor in the confrontation.
The Kremlin's long-term strategy for ensuring dominance in the information environment of Ukraine is shown. The main means of implementing this plan are demonstrated, which for decades have ensured control of the information field of our state and promoted the ideologies of the neighboring state.
Attention is drawn to the phenomenon of the stability of Ukrainian resistance to Russian aggression, the potential of which has not been exhausted and has remained at a fairly high level despite the hybrid pressure and dominance of Russia in all spheres. It became the basis for Ukraine's survival during the unprovoked attack of the Russian Federation and gave our European and American allies time to realize the degree of threat and, based on our experience, develop an effective system of countering the aggressor.
At the same time, it was found that there are a number of factors that limit the mentioned potential, in particular, the slow reform of the domestic media sphere, the lack of funding for the media in war conditions, especially regional ones, the significant influence of oligarchic structures on the media, the use of security topics in issues of restricting freedom of speech.
