MANAGERIAL CULTURE AND INCLUSIVE DEVELOPMENT OF UKRAINIAN SOCIETY: CHALLENGES OF WAR AND HORIZONS OF POST-WAR RECONSTRUCTION

Abstract
The article analyzes managerial culture as a key factor in the inclusive development of Ukrainian society under conditions of full-scale war and post-war reconstruction. It substantiates that in situations of systemic crises caused by military actions, managerial culture acquires strategic importance as a set of value orientations, managerial norms, behavioral models, and communicative practices that determine society’s capacity for self-organization, resilience, and recovery. Particular attention is paid to the role of managerial culture in ensuring the inclusiveness of social processes, specifically in addressing the needs of vulnerable population groups, internally displaced persons, veterans, persons with disabilities, and communities affected by wartime destruction.
The paper reveals the specific features of the transformation of managerial approaches during the wartime period, when the importance of partnership-based interaction among state institutions, local self-government bodies, civil society, and business increases. It is demonstrated that effective managerial culture contributes to the formation of trust, horizontal communication, and solidarity, which are necessary prerequisites for inclusive development and social cohesion. Emphasis is placed on the fact that in the post-war period, managerial culture should become the foundation for the implementation of reconstruction strategies oriented not only toward the restoration of infrastructure but also toward the recovery of human potential, social ties, and democratic practices.
It is established that the development of managerial culture in Ukraine is a necessary condition for the effective organization of societal life under conditions of war and for the formation of an inclusive model of post-war reconstruction based on the principles of partnership, equality, responsibility, and social justice.
