METHODOLOGICAL FOUNDATIONS OF EXTRAPOLATING FOREIGN COALITIONAL PRACTICES TO UKRAINIAN REALITIES

Abstract


The theoretical and methodological principles of scientifically based extrapolation of world experience of coalition activity to the transitional specifics of the Ukrainian political system have been developed. The main components of the adaptation of foreign practices of coalition activity have been formed, taking into account the national context and institutional features of Ukraine. The criteria for assessing the suitability of world practices for the Ukrainian political space have been determined and algorithms for the phased implementation of the most effective foreign models of coalition interaction have been developed.
The key theoretical principles of extrapolation of coalition experience have been determined, in particular, taking into account institutional compatibility, cultural and political context, time factors and resource capabilities of the political system. A methodological toolkit has been developed for assessing the suitability of foreign practices to Ukrainian conditions, which includes a system of assessment criteria and indicators. A conceptual model of phased adaptation of world experience has been substantiated, which includes diagnostic, selective and implementation stages with appropriate monitoring and correction mechanisms.
The conclusions are drawn: the success of extrapolation depends on the degree of institutional readiness of the political system to accept new practices and the presence of an appropriate socio-political consensus; extrapolation is a complex step-by-step process that requires careful preparation and constant monitoring of the results; the key condition for effective extrapolation is to take into account the systemic relationships between various elements of the political system; practical testing of the developed approaches in real conditions of the political process, taking into account the dynamics of political development both in Ukraine and around the world, is extremely important; systematic monitoring of the results of implementation with the possibility of prompt correction of approaches, as well as a comprehensive communication campaign to explain to society the logic and advantages of adapted practices, which will contribute to their legitimization and public support.
